mystery tower

This question is completely unrelated to Sonic, but I think there are some knowledgeable telecom types hanging out here...

A new antenna tower sprang up down the street from me in Petaluma a couple days ago. It's maybe 9 or 10 feet tall, with a small solar panel and a small vertical antenna at the top. I don't think it's any sort of cell tower (it's at the bottom of a hill). There are no obvious markings on it. There's conduit going underground on the back side.

Anyone have any idea what this might be?

Air vent for a massive underground Illuminati robot manufacturing facility?

Being at the bottom of a hill would fit for something that connects to a municipal sewer system to monitor something about it and transmit the info. Looks rural but that does look like possible housing up the hill behind it.

This is in a suburban area of Petaluma, not rural (the angle of the photo happens to make it look that way). So municipal sewer is a possibility. There's also a creek back there, and I was wondering if they might be monitoring that. But I would have expected a directional antenna for that kind of thing.

I'm going to bet it's a creek water level monitor, connected via wireless to a local SCADA system.

Yeah, that sounds right. I found some city/county info online that mentions a stormwater control project right around there. No specifics, and no information on a monitoring system, but it does make sense.
