did fax go thru, pages not correct?

I sent a 17 page pdf file (1.8 mb) so the size should be o.k. and the fax log said it was sent but reported it as "3 pages".
whats up with that? I cant call recipient because its a gov buracracy and wont respond. I need confirmation it was sent.
