FTTN primetime throttling on Youtube

Had two cases tonight. The first one for a few minutes was bad but the "Stream Host" would switch and the connection speed jumps up and plays normally. I was going to do a VPN comparison but by the time I had my virtual machine booted up, the stream host had changed and the video was playing fine.

The second was about 15 minutes ago but the video was less than 2 minutes so i never saw the stream host change and any subsequent videos played had no problems.

Can anyone try running traceroute to YouTube during the congestion/throttling so we can tell on which hop packets are being lost or buffered? and maybe a wireshark tcp analysis to see whether it's lost or delayed packets?

I watched several very long YouTubes (go SpaceX!) last night on my Apple TV with no buffering at all.
