I recently ran into an issue setting up a site on my personal web hosting, and was directed to try editing post max size and the max execution time. Is this something I can do with my current hosting plan?

You can try using the php_value directive in your .htaccess file or just set up your own php.ini. We've got some instructions up at https://wiki.sonic.net/wiki/Php5 (for setting up the php.ini, not for each permutation of settings one might desire).
