Is there just broadband service available without the "fusion"? I dont need phones and this is for a business.

No. Sonic Fusion service includes the voice service (along with the mandated voice taxes), and the legacy DSL product requires an AT&T phone line to ride on. You'd probably be better off with Cable HSI service, which you can get without video or voice (for a price).
