Very poor DSL speed 04/29/2012

I live in Redwood City, and the DSL speed today is close to zero. Most of the time during the day I had no active connection at all. When I did have it, it was only around 1mbps downstream. I tried powercycling the modem, reset my router, nothing helps. Is there a line issue in Redwood City/Peninsula area today?
