I noticed this article for Vallejo, looks like the fiber is being leased to INYO for businesses. Looks like a good opportunity for maybe Sonic to do home/residential areas? According to this statement it doesn't look like they have anything in place but will look into it:

The system is not designed to connect to private homes, Morat added. However, that could change at some point in the future.
