Broadband options for low income households in the Bay Area?

I'm writing up a guide topic on available broadband services, which will go to people who just received a subsidized computer.

I know of Comcast's service for $10/month https://internetessentials.com/
And that the Fed's kick in just under $10/month for households eligible for SNAP or TANF:

Does Sonic offer a low income program?
What other low income program options are out there?

I have seen adverts in the Sac area for AT&T offering service for SNAP or SSI households at $10. The screen has a lot of fine print, and it appears the data cap is very small.

$40 for Internet and phone is a pretty good deal!

$40/month plus taxes is a lot more than $10/month plus VOIP. We're talking people that make $10 hour perhaps part time.
Plus don't forget that "optional" modem rental fee that's not really optional with Sonic.
