Legacy DSL bay area speeds very low after outage

I see in the status that there was an outage today, it was fixed and for a few hours the service was back, but within the last hour or two its become almost unusable 50KB/s or less is the speed now

I've tried resetting everything, looks like not everything is fixed yet?

same here, now I'm in sync no surf condition and unable to reach support on the phone

looks like the only sustained transfers I can do are youtube videos at ~50KB/s 144p max
anything else gets crushed to sub 5KB/s
Pages load now, seems to burst a little speed before it falls back.

certain sites still don't load, others do.
