You have been uploading at your maximum rate for a number of hours now. This causes what is called line saturation and will result in the kind of behavior you're experiencing. Do you know what is causing the upload activity?
Additionally, your second copper pair has a fault and that line isn't currently in sync (connected) which is also contributing to your connectivity issues. I suggest you call Support to troubleshoot and determine where the fault exists so we can take appropriate action to facilitate repairs.
