Or for those who dont want their login visible to others, allow us to get a refer code so that I can get gp1628 assigned a code. Even if it just ROT13's it?

You dont even have to have a cgi to capture the variable. Just grep for refr= in the logs. I tell people how to set up a simple referral reward system on their websites with no software at all.

We are closing out our current referral program. It's likely we'll do some new and different things; contests, top-ten dinner parties, etc.
