What is considered a cyber attack?

My firewall gets poked all the time from overseas IP addresses. Telnet, http, and some random ports too.
For e.g. 183.9.222.138 & 61.240.144.66 are trying to telnet in to my firewall for no reason.
221.235.188.212 Thinks SSH is a better option. I have no business with anybody in China.

Does this give ISPs more power to go after them?
It is not coming through yet but I am sure it is eating my bandwidth and my firewall CPU cycles.

That's just the Internet. It is a waste of time to monitor the firewall logs, just block everything and disregard, because there is nothing that can be done to stop those running these scanners.
