I've been trying to get rid of old data via an FTP client, and it seems to keep coming back! I'm using FileZilla as a client. Is there a web based tool that is more reliable that could delete, e.g. whole directories?

You can delete whole directories via the member tools at this url:
https://members.sonic.net/account/server_dirs/

Thanks. Tried that, and it only seems to give me the option to delete the root directory, i.e.

/home/WWW_pages/username

What I want to be able to do is delete, e.g.

/home/WWW_pages/username/arbitrary_directory_14

You can add shell access to your account if your FTP client is letting you down, but you have to call support to do so (so that you can agree to the terms of use verbally), and there are no fees to add that service.
