It appears that G.992.5 (a.k.a ADSL2+) is only supported by the ZXDSL831BII. That would explain why you are not getting the maximum speed for your line.
The D-Link DSL-520B supports G.992.5 and hence should get you the speeds you used to see on your line.

The DD-Link DSL-520B claims full ADSL2+ support. That would be 24 Mbps sync, for 20 Mbps throughput. My old ZTE 831II, which finally died, was good for 17.9 Mb sync on a 3,300 foot loop. The DSL-520B matches that; so I get 15 Mbps throughput.
Are you certain the ZTE 831B is ADSL2+? It sounds like what I was seeing when I put my old, SBC-issue SpeedStream 4100 in operation here.

I had purchased the modem off eBay and the listing said that it was a ADSL2+ modem. I guess they were mistaken and I didn't do enough research. Whoops. Good thing that it was only $20.

My 831II finally died after being flakey for a long time.
So I used the 831B until I was able to find a replacement.
Ended up buying a refurb TP-Link TD-8616 for $12 from Amazon. I double-checked that it was a ADSL2+ modem before purchasing.
It seems to work fine. Transfer rates are about the same as with the 831II.

3,300ft is pretty close. You should ask support to migrate you to VDSL2.
