70.36.230.98 sonic router not passing traffic

scenario
block of 8 ip's
50.0.25.192 - 199
all are populated except 197
192, 193, 194, 195 working for long time.

Each of these IP's resides on a distinct server.

moved new equipment from another net to this one.
the other net SHARED a common gateway with this net. this required that sonic
clear the ARP cache on the equipment at the CO (4 ip's at 50.0.25.240, 1, 2, 3)

When this was done several IP's stopped working , 193, 194 can no longer send or receive
tcp/ip traffic, however they can send icmp packets and get the response. 193, 194 do not
get icmp packets sent from the outside world though 192 and 195 work just fine.

I have two hosts on other networks 173.13.169.225 and 66.240.233.153
Both host produce the same end result when tracing to 194 and 195

Traceroute to failing 194 terminates on 70.36.230.98 gig1-1-2.gw.mlpsca11.sonic.net
which is the last hop before the destination.

It appears to me that the ARP cache is corrupted at 70.36.230.98 or some similar problem.

I have reset the modem and talked to tech support several times without any solution
