Frequent maintenance in 94110 area code

What is with the constant maintenance going on in this zipcode? Twice over the last 5 or so weeks we have had maintenance events:
- An emergency maintenance on 3/13
- A scheduled maintenance on 4/15

Now I just got notified of ANOTHER scheduled maintenance on 4/21.

What is going on? These disruptions are not a good experience for me, as I make use of my internet at night.
