Frequent (every ~20-60 min) IPv6 connectivity drops (San Francisco)

I am seeing frequent (every ~20-60 minutes) IPv6 connectivity drops at my San Francisco home, defined by time-correlated icmpv6 and http over ipv6 probe failures across multiple domains. There are no corresponding probe failures over ipv4.
