What is the schedule for when the web logs under /var/log/httpd/username are rotated?

How many version of access_log are kept?
The /etc/logrotate.conf and /etc/logrotate.d/apache congo would imply 4 weekly, which is wrong since the paulnoll account has at least 27 so far. I'm those log rotate config files, I'm guessing, are not what is controlling the web server process.
When access_log is rotated is also a mystery. I have seen a rotate as early as 03:40 and as late as 08:09.
Please advise.
