Mr. Jasper: Do you have any deeper insights into this? Is this A Thing now?
Deeply Cynical ewhac thinks they took this step to make themselves a more attractive acquisition target -- or as part of an already-negotiated acquisition -- so that the acquiring cableco won't look like the bad guy when they throttle everyone down. (Either that or they got a deal on second-hand DOCSIS head-end equipment from eBay, but it can't handle the higher speeds.)
