Accessing Drupal on a basic hosting account

I have a Drupal based site on a basic hosting account. I did not create the site and the developer is not available.
The site went offline with the message" PDOException: SQLSTATE[28000] [1045] Access denied for user ... ...
I reset the phpMyAdmin password, changed permissions on the settings.php file, downloaded, matched password, ftp'd the file back, then changed permissions back to original.
The site came back online, but it is showing a "Site under maintenance" panel from the published site (not the host).
I ran SQL command line for enabled mode, but still at the maintenance page. I added a "/user" to the URL and gained a login screen, but my admin credentials are not validating. Password recovery does not recognize the Admin username.
I really need to open Drupal, but cannot.
Any advice would be greatly appreciated.
