gpg..... yet again

It's irritating enough with an ISP that can't keep a basic shell
server up for more than two weeks. Could we at least have
a working gpg?
gpg: can't connect to the agent: IPC connect call failed
gpg: problem with the agent: No agent running
You need a passphrase to unlock the secret key for
