AT&T admits to fraud. This is pretty darn shocking:

Apparently AT&T was paid $1.50 per minute to handle relay calls for people with disabilities, but took no care the users were, say, even from the united states. Word got out among Nigerian scammers who used the service to relay purchases using stolen credit card numbers. AT&T's response was to keep collecting the $1.50 per minute.

Clearly what AT&T has done is wrong. But I think their behavior would be the same for any corporation who has to answer to shareholders on Wall Street. Without a soul or moral its only reason to exist is profits. I'm pretty sure some people at AT&T found out right away as the IP relays were being abused but some cost-benefit analysis swayed upper management that it's more profitable to continue letting it happen.
