As per http://800notes.com/Phone.aspx/1-510-713-0653 this is another political robocaller. Suits the election season just before the State Primary.

This number is pretty clearly current Assembly Member Bob Wieckowski spam calling his entire electorate for support. Given I am on the DNC list, he should not be able to make these calls, right?

Question: does registration as a voter, designating a political party, count as being

"a member or a client of a company or organization that uses them [robot calling] to deliver messages"?

That's quoted from the California Public Utilities Commission page on electioneering robot calls,
but they don't explain it.
