It calls about twice a day, and if I pick up, it is to dead silence.
I can't turn up much about it, or about
CALIFORNIA CALL 510-411-8908
or
CALIFORNIA CALL 510-156-6886,
which behave the same way, except the latter is described as a spoofed prefix.

That is PG&E, aka Pacific Gas & Electric.
I got the same call. It's a spam recording offering to decrease your utility rates by 75%

The recording didn't even mention PG&E.

I'm certain it's not PG&E. It's a spammer pirating PG&E's inbound 800 number as caller ID.

It's a clever spammer trick, but I don't think PG&E initiates calls with their 800 number as caller ID.

Ahhh. I'll accept that. However, it will be difficult to screen the bogus calls from the legitimate ones.

It does. Or at least, it did. A few years back, when I had an appointment for PG&E to relight my furnace pilot light, PG&E's automated system called to confirm the appointment. The number referenced above showed on the caller ID display.
