I'm certain it's not PG&E. It's a spammer pirating PG&E's inbound 800 number as caller ID.
It's a clever spammer trick, but I don't think PG&E initiates calls with their 800 number as caller ID.

It does. Or at least, it did. A few years back, when I had an appointment for PG&E to relight my furnace pilot light, PG&E's automated system called to confirm the appointment.
