The quotation marks mean that I am reporting exactly what I see on the screen.
Yesterday that was:
" 155-3289 California Call"
No area code and no message
Today:
"1-408-186-6998 California Call" says caller-id
2-second hangup "message" left on voicemail
Seeing the words "California Call" in the caller-id for those two different numbers one day apart makes me suspect they're from the same spammer and the spammer is faking the numbers.

NPR radio news today reports a scam using faked caller-ID.
-- first call claims to be from the IRS demanding payment of back taxes
from a scammer who could quote personal info like part of social security number to the person called.
When people hung up, they got a second call faking the caller-ID for their local police department.
