In addition to blocking this number, I'd suggest Voice ops NOT record/save these very short messages. I'd say anything less than 5-10 seconds is always going to be junk. In many years of voicemails, I've never had a legit one take less than 10-20 seconds.

That's the Caller ID that shows for all outbound calls from PG&E, such as appointment confirmations. Blocking it would have major impact to a lot of people.
