Solved! I heard back from the developer of iCab. It does support upload of files in its downloads area. See his response below. Tried a fax and it worked!

=========== from iCab developer ==============
Please note that for uploading files, icab supports two ways of doing this:

- Using the upload capability of the iOS web engine (which only supports
photos and videos from the album, but which works on most web sites)

- Using iCab's own upload capability (which supports all file formats,
but due to limitations of the IOS does not work on all web sites).

You can configure, which of the two upload capabilities you want to use.
The default is using the one of the iOS. You probably want to use the one
from iCab Mobile.

You can configure this here within the settings of the iCab Mobile App:

Settings > Network > Uploads > Upload via

Set this to "iCab Mobile"

Please note:
Because of limitations of the iOS, web sites must not use certain
web features for accessing files and their meta data when uploading
files - the iOS does not support all of these features (like
the JavaScript "file API" for example). If the web sites do use these
special features, the upload might not work.

Also, on the iOS platform Apps can not access files of other Apps.
Apps can only access their own files. So for example if you have a
document in the "Pages" App which you want to upload somewhere,
you have to use the "Open in" feature of the iOS to transfer this
document from "Pages" to "iCab Mobile" (The "Open in" feature
is the only way the iOS provides to transfer/copy files from one
App to the other). To transfer a file from Pages to iCab, please
open the file in Pages, then tap on the "sharing" icon, select
a file format for the document (like PDF), then you get the option
"Open in". Tap on it and you should get a list of Apps which can
open this file. iCab Mobile should be among these.

After picking iCab Mobile, the file is copied to iCab Mobile and
you can access it there within the "downloads".

This should work in a similar from within other Apps as well.

When using the upload capability of iCab, you can pick files from
the "Downloads" in addition to the photos.

But as I said above: The iOS has some limitations, so uploading
files might not work on all web sites.

When at a web page that has a place to upload a file, will Mercury's File Chooser allow you to select files from the Mercury browser file area?

Hmm, I don't think that works.
