Not unless their caller ID is blocked, no. International calls do include caller ID generally.
Well, actually I have had exactly this problem. Several calls from Denmark have been rejected because the caller did not have a caller ID because of the nature of their landline. The callers ended up calling me on my mobile after obtaining that number via email. Might I suggest that, at least for international calls, if the caller has no ID that you do one of two things after the outgoing message stating this number does not take calls from anonymous callers:
1) "state your name after the tone and we will attempt to connect you" and then call the customer and advise them that a call is waiting from [recorded name]....
2) and/or at least allow the caller to leave a message
