There isn't a cache* so it is more likely a client side problem. Next time you see the problem, try shift-reload or flush your browser's cache and see if that fixes it.
*) NFS client caching, which is enabled on the web servers, can cause issues for some applications under very specific circumstances. However, it is *highly* unlikely this is has any bearing on the whatever the issue is here.
