I guess coordinating a successful lobbying campaign for your customers is a difficult task while working on your sail boat.

I mean, I get your frustration but the idea of having to go up against the San Francisco bureaucracy and expect anything to happen quickly (and by "quickly" I mean in less than 10 years) seems optimistic in the extreme. The city's probably got more important things to worry about than the quality of your internet.
Whether those things are actually important or not is a matter of perspective but I suspect that right now the best attention you can expect from the City Hall on this matter is limited to "is your house part the shaded area on the 'has internet access' map of SF" hanging in some city planner's office.
I'd guess that Sonic itself is low on the totem pole of priorities. "Gee, this small-ish ISP wants us to devote resources to plumbing already internet-connected houses for THEIR fiber lines? Yeah we'll get right back to them on that."
