Oakland Electrician: Rewire building?

I live in an old 40-unit apartment building in Oakland, and a Sonic field tech came out today to figure out why I've had such slow internet speed. Apparently, the building's internal wiring needs to be replaced-- there's a short that's affecting my unit as well as others. The property manager's pretty new to the bay area, so I offered to ask around for a good electrician in the area. Anyone local have any recommendations or good experiences to relate?

Check out Yelp. I just recently started watching a plaster channel and he's in Alameda. He apparently has been in the industry for a long time and should have a lot of contacts. Ask him. Sometimes he plugs other people's businesses he deems provide good workmanship in his videos.
