I started a thread at DSLreports on this subject and the current reply came back with the NVG589 (and all NVG5xx as well) having the problem. Based on my tests, I have not seen the issue with the 5031NV.

I experienced a bunch of modem stability issues around 3 days ago (on 4/20 between 9:00AM through 11:00PM with a hump on 4/21 between 6:00AM through 8:00AM): packet loss to the GW at its default 192.168.1.254 address of around 80%, and/or the web pages return a 404 error. The interesting thing is I could get on the internet and it was the modem having difficulty responding to ICMP and HTTP requests.
I power-cycled the modem and it's been 2.5 days since that event. So far, I've experienced 136 seconds where DSL is unavailable according to https://gateway.pace.com/xslt?PAGE=C_1_0, 78 seconds within a 24-hour period. Link retrain twice, once within a 24-hour period.
