AT&T is repulling fiber through Berkeley conduit built for copper wire, but they have no obligation to install innderduct or allow dual pull or any form of sharing.
I don’t anticipate the undergrounding of the utilities to the 250 or so homes in Grizzly Peak to occur that quickly. And we remain hopeful we’ll negotiate a solution with the City that will allow us to continue to serve the area.

Regarding ILEC obligations, your statement here is not quite accurate. There is an obligation to lease conduit when there is available space, but there seldom is capacity in residential areas.

Hitting this in San Francisco - after earthquake retrofit the landlord is asking for all utilities to come into the building underground - seems like we're in a dead end when it comes to Sonic installation in this case?

If that's their desire, the landlord would build a conduit to the nearest pole where Sonic's fiber is, and we could come into the building via that route, so that shouldn't be a blocker. But if existing utilities are entering the building via an aerial drop and there is no conduit, Sonic would need to do the same, at least until they build those conduits for all of the utilities.

Is there any update regarding regulation changes in San Francisco that would allow the addition of fiber in areas with buried utilities?
