What is a "Property Tax Allotment Surcharge"?

What is the "Property Tax Allotment Surcharge" I see on my bill? What's the purpose? Is a tax? A fee?

It's a surcharge for the tax charged on utilities by each county. Details here: http://www.boe.ca.gov/proptaxes/sappcont.htm

Dan, sending us to a BOE web page is not an answer. That page has nothing about California Property Tax Allotment Surcharge. Please do your job as a leader at Sonic and explain, in detail, what California Property Tax Allotment Surcharge is.

The property tax allotment surcharge (PTA) is applied to all base voice charges excluding other taxes and surcharges. This is not a tax, but a cost recovery mechanism meant to recover the cost of state-assessed property taxes on telecommunications equipment located in our service areas.

In other words, the state assesses tax on our infrastructure, and that tax is billed to our subscribers as a surcharge.
