Blacklist UTF-8 subjects

I notice a lot of spam now encodes the subject line entirely in UTF-8, which allows them to bypass all of the keywords I've put in my blacklist subject list. Most of these are getting caught by SpamAssasin, but some get through to my mailbox, where they show up unencoded.

I've tried adding *UTF-8* to my blacklist subject list, and more of them are getting caught, but some do get through, so I wonder whether it's just SpamAssasin doing a better job in general or if there are variations (which I can't seem to suss out) in how UTF-8 turns up in subject lines.

I realize there is legitimate use of UTF-8 in subject lines, but I only get English-language email and I've whitelisted the few marketers I want to receive who use emojis in their subject lines.

Any ideas?
