Unusual dialtone (eight short bursts before continuous)

Today (Nov 1, 2012) at around 2:50pm pacific time, my network access went down. I power-cycled my modem and wireless base station, and the connection came back up. (I'm not sure if it was due to my actions or not.)

While debugging my connection, I plugged in my phone and heard eight short bursts of dialtone before the dialtone became continuous. What causes this?

That's the MWI stutter dial-tone and indicates that you have a new voice mail message waiting for you.
