I haven't seen any announcements or blog posts about this.
If one looks at the international rates for Fusion, there now are several countries for which the first eight hours of calls are at no charge. According to the international rates page, those countries are considered "Borderless Calling," and include landlines in Australia, Brazil, Japan, South Africa, and the U.K. Calls to Canada don't appear to require the destination to be a landline.
(I question, though, whether Puerto Rico should be considered an international call, since it IS a territory of the U.S. )
