Build something into your system that does a verbal ‘Captcha’ that would force CALLER to press a digit before it will actually ‘ring’ the recipients phone. This force telemarketers to waste costly resources to babysit the phone lines before they can annoy us. Someone told me Google had implemented such a plan with some of their Android stuff. If I can find someone who knows details I’ll let you know.

Most voicemails I get are robocall scripts. How about press 1 to leave a voicemail?

Speech recognition (especially that of computer voices) has been around for a long time and is trivial to implement on a basic level (just look at Siri, Google Assistant, and Alexa).

If something like this were implemented, professional scam robo-callers would implement systems to defeat it nearly instantly, while places like your doctor's office, pharmacist, or emergency communication broadcast system would not. Ultimately this will cut off legitimate robo-calls and be completely ineffective against spam.
