This is the problem with spoofed numbers. The number that appears isn't the actual number that's calling and it actually belongs to a valid person or business. As such, if blocked, you're blocking a legitimate person or business and does nothing to stop the actual spam caller, since they'll just use a different spoofed number to get around the blocking.
It's a useless whack-a-mole process, unfortunately.
