According to this article, ISP's are going to begin warning/punishing people who are suspected of downloading illegal material:

I was curious if Sonic.net is participating in the same program and if so, what effects users could expect to see on their service.

No, only five ISPs are participating in that program:
ISPs:
AT&T
Cablevision Systems Corp.
Comcast Corp.
Time Warner Cable
Verizon

If a customer feels they are being wrongly accused, they can ask for a review, which will cost them $35 according to the Verge.
