The Intel 82579LM in my Dell PC claims to support gigabit speeds, but it maxes out at around 250 Mbps. Google turns up lots of other people with similar problems. I ordered an $11 gigabit PCI card from Amazon.

What I remember with this issue is there was a certain Windows 10 update that was a limiter to Ethernet speeds on types of Intel products from CPUs to Ethernet drives. That might be the case. Since you most likely fixed the problem with a new pci card this information can be archived for someone who has this problem in the future.
