dead space in SF - Neighbors can get 1000Mbps but not my family

What can I do? I checked on the online availability tool and talked to a person(sales) on the phone. Sales person was very nice but did not have an answer. They recommended the forum.

Can I run a line from the neighbor's house (30 feet away) to mine and you bill me?
