Fiber from OKLDCA13?

You may already have considered and rejected this, but I thought I'd bring to your attention the fact that several Oakland hills areas served by OKLDCA13 are currently being trenched for undergrounding. Three pipes are going in - PG&E, AT&T and Comcast. Might this be a golden opportunity to try out fiber in the east bay?

If three pipes are going in two months ago, likely it's a missed opportunity. Many cities don't consider the possibility of a third communication or TV provider, so they overlook the potential. Sacramento is notably one that does assure that competitors are invited to participate in joint trench projects. I wish more cities did.
