speedtest outside

So, I was using speedtest.net, pointed at Sonic in San Jose, but it would only get about 1.5 - 1.8 Mbps twice, and then 4.5 Mbps about 15 minutes later, though the connection is a 500-1000 cable modem in Chico California through Comcast.
