Downstream power conundrum

A Sonic technician suggested that I post my question here.

A friend and I both have the same Sonic service, POTS and Fusion DSL. Coincidentally, we both have the same model modem/router, Motorola Netopia 3347. Here are some numbers from our respective routers:

Mine:
Line attenuation 41.2 dB
Downstream output power 0.00 dBm

Friend's:
Line attenuation: 33.0 dB
Downstream output power 19.5 dBm

Not surprisingly, my friend has a faster connection (as tested with Sonic's speedtest), downstream speed 11 Mbps; my downstream speed is 6.4 Mbps. What I don't understand is why Sonic's equipment outputs 19.5 dBm for his line, but only 0.00 dBm for my line; I would have thought that if anything, my line would get more output power to compensate for the larger attenuation.

Can anyone explain this to me?
