Port Forwarding Suddenly Stopped Working

About six months ago, I successfully port forwarded my router on port 9000 and 9001. I used the port opening for a couple of months, then stopped. A couple of weeks ago I tried to use it again, but was denied access.

This website (and several others) shows the previously opened port as closed.

I've tried:
- turning off Windows firewall
- creating inbound and outbound firewall rules
- creating port openings on different ports to see if it was a problem with that one in particular
- restarting router
- factory resetting router, then reconfiguring the firewall settings

Please help, this has been a massive pain in the ass and has delayed work on my personal projects.
