Seeing up a new service

I order service on May 5 and still don't have service May 22. Tech came out and went to terminal out side and could find a line to split. So he said Att had to come out. My question is if ATT had to do it why don't I just use ATT?

I'm sorry to hear about the trouble! From time to time there is a need to fix outside line issues during a new order.
