Can't connect to VPN : Can it be the router?

Getting the following error message with Dell SonicWALL Global VPN:

2017/05/03 21:23:17:097 Information 23.228.163.58 Starting ISAKMP phase 1 negotiation.
2017/05/03 21:23:16:449 Error 23.228.163.58 The peer is not responding to phase 1 ISAKMP requests.

Tried reloading app, flushDNS, different computer, direct Ethernet connection to router (ZTE), work IT dept, Sonic Helpline ...
No luck!

Any help, greatly appreciated.
