Gigabit fiber (FTTH) is finally available in my neighborhood in San Francisco, but previous Sonic installs were unsuccessful because the Fusion (FTTN) package required a phone line that an AT&T technician actually physically cut by accident and never repaired. I don't plan on using a landline phone even though it comes with the package, but will the lack of a functional phone line prohibit me from being able to have FTTH installed?

No, sonic fiber uses fiber optic cables, not phone lines. The sonic folks will run a whole new line from the street to wherever it needs to go in your house to bring service to you.
