Novato Fiber?

So I've been in the area for a few months now and immediately dropped ATT for Sonic to get double the speed they were offering. I'm in the Coast Guard and stationed here for the next 4 years. The majority of our Coast Guard community here get speeds of 1.0-6mbps and have been begging that our government housing management get ATT to upgrade the speeds or even get Comcast to get us service. I've seen a list from Sonic showing that we are priority 3 for fiber or something but that was a few years ago. I was hoping someone with some information can tell me if I'll ever get better speeds within my 4 years here!? HELP!
